New Construction & ADU Appraisal in Claremont and the Inland Empire

Subject-to-completion appraisals from plans and specifications, final inspection certifications, and valuation of accessory dwelling units and major additions. Relevant for infill construction in the Claremont Village Expansion and for the ADU projects going in behind older homes across La Verne, Upland and Pomona. • For finished work, a final inspection certification comparing what was built with the plans
  • Evidence of what the local market has paid for added living area and accessory units, with permit status noted
  • The client, the intended use (what the report will be used for) and the intended users (who may rely on it), stated on the first page
  • The effective date, the date the opinion of value applies to, and the date of the report
  • The scope of work, meaning the inspection, research and analysis performed, including any limits on access
  • Comparable sales chosen for era, pocket and lot character, each with the reason it was used
  • Adjustments for differences such as gross living area, lot size, condition and location, each explained
  • Interior and exterior photographs and a measured sketch of the living area
  • A signed certification with Gordon Hall's California license, BREA No. AR003877

ADUs behind older homes and infill in the Village

Infill construction around the Claremont Village, including the Village expansion west of Indian Hill Boulevard on the former citrus packing plant site, and accessory dwelling units behind older houses across La Verne, Upland and Pomona are the new-construction work most common here. An ADU behind a 1920s bungalow near Old Town La Verne, a converted garage in a Pomona tract, and a detached unit behind a Claremont ranch house north of Foothill each raise the same question: what has the local market actually paid for that added living area?

Permit status decides much of the answer. A permitted, finalled ADU is described as legal accessory living area; an unpermitted conversion is described as it exists, and the report explains how it was treated. Comparable sales with similar accessory units are preferred; where they are few, the report says so and shows the evidence it relied on, rather than applying a rule of thumb.

Timeline and next step

Reports are typically delivered three to five business days from the inspection. The inspection runs 30 to 60 minutes for a standard single-family home, longer for hillside, custom, multi-family or homes with additions that need to be measured and sketched.

The fee is set by the scope of the assignment and quoted before work begins. It does not depend on the value, and it is never contingent on a result.

Questions

Do you appraise ADUs and additions built without permits?
Yes. The report describes what exists and states its permit status. How unpermitted space is treated depends on the assignment and on what the local market pays for similar properties, and the report explains the choice. A lender may have its own rules about unpermitted living area.
Can you appraise a house that is not built yet?
Yes. A subject-to-completion appraisal values the property as if the plans and specifications were completed as described, and a final inspection later confirms what was built.
Will an ADU add a set amount to my value?
No fixed amount applies. The appraisal measures what buyers here have paid for similar properties with and without accessory units, and the answer depends on permits, size, quality and the neighborhood.
